Tashkent Governor Kozim Tulyaganov was relieved of his duties

President Islam Karimov's decree dated November 7 relieved Tashkent Khokim [Governor] Kozim Tulyaganov of his duties. Mirzamashrab Kuchchiyev, once the Bekabad district khokim elected into the upper house of the Oly Majlis [parliament], was appointed the new khokim.

RIA-Novosti news agency reports indicate that Tulyaganov was relieved of his duties of his own volition and on his own request. Addressing an emergency meeting of the Tashkent regional legislature, Karimov pointed out that Tulyaganov had failed as the regional leader. "Tulyaganov has never taken problems of farmers and peasants to his heart," the president said.
